According to ХВИЛЯ: The United States is preparing to relax its sanctions regime against Belarus by removing several major financial institutions and industrial sectors from its restrictive lists. This policy shift, announced by U.S. Presidential Special Envoy John Cole, targets the following entities for removal:
- Belinvestbank
- Development Bank
- The Ministry of Finance of the Republic of Belarus
- Belaruskali
- Belarusian Potash Company
This move signals a potential thaw in a long-frosty bilateral relationship. The discussions to modify the sanctions framework have been ongoing since December of last year, when the issue of lifting restrictions on the potash industry was first raised. As part of a related agreement, Minsk released 250 prisoners, 15 of whom were deported to Lithuania. These actions could represent significant steps toward improving U.S.-Belarus relations.

Furthermore, the parties discussed the possibility of a visit by Alexander Lukashenko to the United States. John Cole noted:
“We have learned to do this faster. Before visiting Minsk, we held extensive negotiations with the structures involved in the application of sanctions.”
