According to Главком: On March 23, 2026, Ukrainian MP Oleksandr Fedienko witnessed a joint operation by a Territorial Recruitment Center (TCC) and police in Kyiv's Podil district. The operation aimed to locate individuals guilty of unauthorized abandonment of military unit (AWOL). Fedienko observed the scene for forty minutes, during which he noted no instances of forced mobilization or citizens being shoved into vehicles.

The MP observed that among the personnel, only one serviceman wore all proper insignia, while some participants remained unidentified. One particular incident raised suspicion: police, accompanied by a passerby, departed in an unknown direction, followed by the TCC group leader in a Duster vehicle. Oleksandr Fedienko remarked:

“A strange situation. I was certain that the TCC should not be handling AWOL cases-that is more the responsibility of the Military Law Enforcement Service.”

MP's Plans for an Investigation

The deputy plans to submit official inquiries regarding the legality of the TCC's actions recorded during this event. It is important to note that when transferring soldiers from reserve battalions after an AWOL incident, recommendation letters from combat brigades are considered, but not those from support units. Service members wishing to return after a first AWOL incident can avoid criminal liability if they report voluntarily.

Oleksandr Fedienko also expressed a desire to have been more directly involved, stating:

“I wanted to be the third person with them, but I didn't make it in time.”
