According to CBS News, the reduction in Germany could remove 5,000 troops from the current total of 36,000 stationed there. Similar cuts are under consideration for Spain, where 3,814 US service members are based at Rota Naval Base and Moron Air Base, and Italy, home to 12,662 American personnel. Overall, the US military presence in Europe stands at roughly 85,000 troops. Notably, Congress has set a floor of 76,000 troops, meaning any reduction below that level would require legislative approval.

Military cooperation deals and strategic realignments

Elbridge Colby, the Pentagon's top official for international military policy, has signed a ten-year military cooperation agreement with Morocco. This follows the US recognition of Rabat's sovereignty over Western Sahara in 2020, signaling broader strategic shifts in the region. In late April, Reuters published a memo from Colby suggesting that Spain be excluded from NATO and that the US reconsider its stance on the Falkland Islands. Writing in Foreign Affairs, Wess Mitchell-a former deputy secretary of state in the first Trump administration-outlined a grand strategy of US consolidation. He argued that

“American power is overstretched”

and that

“consolidation is not the same as reduction”

. Mitchell noted that both approaches respond to excessive strain but pursue different end goals.

Meanwhile, Germany is advancing plans to build its own secure cloud infrastructure for AI-driven data processing. Berlin has excluded American vendors-including Palantir-from the bidding process. The final shortlist now includes two German firms and one French company. However, Vice Admiral Thomas Daum, Germany's inspector for cyber and information space, stated in an interview: 'At this point, I don't see this actually happening.'

General von Sandrart, former commander of a multinational corps in Szczecin, has raised concerns about Bundeswehr training reforms that could undermine combat readiness. He warned that a grenadier battalion spending two years on training exercises loses its operational effectiveness. Von Sandrart described 2029 as a critical threshold, saying: 'If we assume the critical point comes in 2029, then this conscription format weakens us.'

On the geopolitical front, France and Germany are crafting strategies to bolster their military autonomy within Europe. Merz and Macron are proposing a partial EU integration model for Ukraine-offering market access but no financial transfers or decision-making rights. Merz also suggested that Ukraine may need to cede some territory, including the Donbas, to end the war.

These developments reflect a fundamental shift in US strategic priorities in Europe, with potential implications for continental security amid rising international tensions. The planned troop reductions could unsettle European allies, particularly as threats from Russia persist and regional instability grows.
