Kyiv Court to Hear Case on $3,500 'Vanity' License Plate Scam

According to Прокуратура Київ: A Kyiv court is set to try an employee of a regional Ministry of Internal Affairs service center and an accomplice for illegally selling coveted license plate combinations for cash. The suspects allegedly offered drivers these so-called 'beautiful' or vanity plates for an illicit fee ranging from 8,500 Ukrainian hryvnias to $3,500 USD. This case highlights a persistent black market for personalized plates, which are highly sought after by some motorists.
One of the suspects created and managed an Instagram page to advertise and sell the plates. The service center employee allegedly abused his official position to facilitate the issuance of the desired numbers. Clients were required to pay the official fee to the service center, plus an additional bribe through the intermediary. If the bribe was not paid, the chosen number would be marked as unavailable on the official government website.
Corruption in State Institutions
The suspects were formally notified of the charges in June 2025. The indictment in the case has been sent to court by prosecutors from Kyiv's Podilskyi District Prosecutor's Office.
