Proposed Legislation to Significantly Increase Speeding Penalties

According to Главком: Ukraine’s parliament is preparing a bill that would dramatically raise fines for speeding, developed in cooperation with the Ministry of Internal Affairs and the National Police. The push for stricter penalties follows a recent deadly crash in Kyiv’s Karavaievi Dachi area that killed four people, highlighting the urgent need for road safety reforms.

The draft law, titled 'On Amendments to the Code of Ukraine on Administrative Offenses to Strengthen Liability for Actions Leading to Road Injuries and Fatalities,' would overhaul the current fine structure. At present, drivers exceeding the speed limit by more than 20 km/h pay 340 hryvnias, and those going over by 50 km/h or more face a 1,700 hryvnia fine. Under the proposed changes, penalties would increase substantially:

  • Exceeding the limit by more than 20 km/h: 680 hryvnias;
  • Exceeding by more than 40 km/h: 2,040 hryvnias;
  • Exceeding by more than 60 km/h: 2,720 hryvnias;
  • Exceeding by more than 80 km/h: 3,400 hryvnias;
  • Five or more speeding violations in a year: 17,000 hryvnias.

Tougher Measures for Repeat Offenders

Beyond higher fines, the Ministry of Internal Affairs has announced plans to amend laws targeting habitual traffic violators. Proposed innovations include introducing a demerit point system and the possibility of revoking driving licenses for repeat offenders. The author of the relevant draft laws is Volodymyr Kreydenko, a lawmaker from the 'Servant of the People' party. Olha Vasylevska-Smahliuk noted that

'the new fines outlined in the bill were developed jointly with the Ministry of Internal Affairs and the National Police.'

These legislative changes reflect the Ukrainian government’s effort to reduce road accidents that cause injuries and deaths by imposing stricter accountability on drivers. Raising fines could mark a significant step in combating traffic violations, especially after tragic incidents like the one on Karavaievi Dachi. The introduction of a points-based system for repeat offenders may also help curb recidivism and improve overall road safety across Ukraine.

As the government takes steps to enhance road safety, the proposed legislation is not the only initiative underway. In addition to the upcoming fines, Ukraine is set to implement a tiered penalty system aimed at addressing speeding violations more effectively. This approach is part of a broader strategy to reduce traffic-related incidents and improve overall public safety on the roads.
