Wroclaw is preparing to transition to electronic submission for residence cards: when it starts
The Lower Silesian Voivodeship Office is preparing a large-scale transition to a digital system for servicing foreigners. Starting in January, electronic document submission will be operational in Wroclaw through the MOS portal, and by the beginning of 2026, this system will become mandatory for all residence card procedures. In Poland, it is reported.
Electronic submission for residence cards changes the rules
According to the Lower Silesian Voivode Anna Zabska, DUW is completing the technical preparations for launching a digital model. This includes a complete transition of official communication with foreigners to an electronic format. Applicants will be able to submit documents and receive responses without the need to visit the office.
Key innovations being introduced in Wroclaw:

receiving correspondence in the electronic mailbox

online consultations with DUW employees

physical visits only for identity verification.
«We want foreigners to be able to submit applications remotely. All notifications and documents will be sent electronically - with the client's consent», - explained Zabska.
DUW is already modernizing tele-information systems. The old Przybysz system, which will be replaced by MOS, is soon to be shut down.
Work has accelerated, but old cases are slowing down the process
Zabska also summarized the year in her role as voivode. According to her, the team has been able to significantly speed up the consideration of new applications due to the updated management structure and the work of WSOC under the leadership of Jolanta Wolak. However, old cases that have accumulated over the years remain a problem: some foreigners have long since left or the submitted documents have lost relevance, complicating contact and data verification.
When asked when DUW will be able to operate without delays, the voivode replied that it depends not only on management but also on external factors - changes in legislation, seasonal peaks in application submissions, and the international situation.

Legislative changes await the president's decision
MSWiA has already provided the President of Poland with a package of changes aimed at extending the key transitional provisions that expire in March 2026. The pace of work for offices in the next two years depends on these decisions.
