Ukraine faces a severe staff shortage due to mobilization and relocation: who is being sought and what employers offer
The labor market in Ukraine is experiencing an extremely difficult situation. According to a study by OLX and EBA, more than two-thirds of employers are facing a staff shortage, with the main reason being mobilization measures. Pessimistic forecasts do not add optimism: only 29% of companies look to the future with a horizon of hope. In this situation, employers are seeking various survival strategies, including attracting attention to youth, collaborating with educational institutions, and even engaging retirees.
The greatest staff shortage is felt specifically in skilled trades, which amounts to 63%, compared to 35% among mid-level personnel. And although most employed individuals do not plan to change jobs, they can be convinced for the first time by a better financial offer. Other key factors in retaining personnel are a stable work schedule, a friendly team, and salary.
Despite this, only 13% of companies consider hiring foreigners as a way out of the staffing crisis. The biggest barriers are the lack of necessity and language barriers. Nevertheless, some employers are building new strategies for themselves, considering the possibility of foreign personnel, especially in the construction sector, but need incentives in the form of tax benefits.
