Ukraine’s New Customs Legislation
According to Главком: The Cabinet of Ministers has approved a draft of a new Customs Code designed to align with European Union customs law. This decision marks a critical milestone for Ukraine’s EU accession and fulfills commitments made during membership negotiations. The updated customs legislation fully mirrors the EU Customs Code, aiming to streamline customs procedures across the country.
Government Expectations and Fresh Approaches
Officials anticipate that the new code will introduce modern methods for handling customs procedures, authorizations, guarantees, declarations, and duty exemptions. Prime Minister Yuliia Svyrydenko stated:
“The government has approved the draft of a new Customs Code based on the European model. This is one of the key steps for Ukraine’s entry into the EU and for meeting our obligations within the membership negotiation process.” - Yuliia Svyrydenko
She further emphasized continuity for businesses and citizens: “existing authorizations will remain valid, and the ‘single window’ system will operate as usual.”
Additionally, on April 10, 2026, the Cabinet of Ministers appointed Orest Mandziy as head of the State Customs Service. His selection followed an open competition that concluded in late March. The government also passed law No. 11520, which provides for a comprehensive overhaul of the public procurement system in line with European standards and EU integration requirements. The government expects the new leader to continue customs service reform and build a modern, transparent, and efficient system.
Approval of the new Customs Code represents a significant step for Ukraine on its path to European Union integration. It is expected not only to simplify customs procedures but also to enhance the country’s business environment. The appointment of a new State Customs Service head further signals the government’s commitment to ongoing reforms and the adaptation of Ukrainian legislation to European norms-a move that could improve Ukraine’s international standing and attract foreign investment.
