Authorities Dismantle Illegal Humanitarian Aid Sales Operation

According to Главком: Law enforcement in Odesa Oblast has shut down a criminal network that illegally sold humanitarian supplies. Over a six-month period, the perpetrators managed to sell more than 50 tons of clothing and shoes originally intended for those affected by the war. The scheme was orchestrated by three individuals: a former customs officer, a representative of a local charitable organization, and a foreign national.

Investigation and Consequences

Between October 2025 and April 2026, 11 separate shipments of goods were brought into Odesa Oblast. The total value of the sold merchandise exceeds 40 million Ukrainian hryvnias. As part of the investigation, authorities conducted over 60 searches, uncovering:

  • documents related to the import and processing of aid;
  • informal accounting records;
  • mobile phones containing evidence of coordinated actions;
  • remaining stock prepared for future sales.

All suspects have been placed in pretrial detention with the option of posting bail. Prosecutors have charged them under Part 3 of Article 201-2 of the Criminal Code of Ukraine, which covers the illegal sale of humanitarian aid on an especially large scale. Law enforcement continues its investigation to uncover all details of the case and identify any additional accomplices.
