Ukraine Moves to Technical Phase of Tariff Revision

According to ХВИЛЯ: Ukraine has entered the technical stage of adjusting tariffs for centralized heating and hot water. Because heating and hot water make up a significant share of household utility bills, the outcome of these calculations will be closely watched. The initial step involved a new ruling by the Lviv City Council executive committee, which set heat load parameters for the municipal utility Lvivteploenergo. Across all consumer categories, the combined heat load reaches 613.04 Gcal/h, with households accounting for 510.62 Gcal/h of that total.

New Pricing Structure and Consumer Guidance

These figures will serve as the basis for a fresh two-component tariff. This includes a fixed capacity fee tied to a property’s connection to the heating network, plus a separate charge for the actual amount of thermal energy consumed. For now, household tariffs remain locked at the levels from February 24, 2022, and the formal moratorium on price hikes stays in effect. Notably, Cabinet Resolution No. 440 has paved the way for these revisions, specifically addressing the verification of residential water, gas, electricity, and heat meters.

The final rates still need to be approved by the National Energy and Utilities Regulatory Commission (NEURCP). No concrete hryvnia amounts have been announced yet because the recalculation process is still at its technical stage.

In the meantime, residents of apartment buildings are advised to:

  • review their contracts with heat suppliers;
  • determine who owns the metering device;
  • verify that the heat meter has undergone inspection;
  • keep an eye on official updates from NEURCP and the heat supplier.

This phase is crucial for ensuring openness and fairness in the way heating and hot water tariffs are determined.

The tariff recalculation for heating and hot water is a major development for Ukrainian households, as it could significantly affect their utility bills. Moving toward new pricing during this technical stage is seen as part of an effort to align service costs with current economic realities.

Throughout the process, residents should stay alert to the terms in their contracts and confirm that their meters are in proper working order to avoid future disputes.
