Owners of destroyed housing will receive land for free: law

The Verkhovna Rada passed bill No. 13174 on October 8, allowing Ukrainians whose housing was destroyed during the war to receive ownership of land under the destroyed houses for free. The document is intended to simplify the process of restoring housing for affected citizens. The press service of the Verkhovna Rada reported this.

What the new law guarantees for owners of destroyed housing

The new law guarantees that owners or their heirs can receive land plots without bidding if the property ownership was terminated due to its destruction during hostilities. The decision will be effective throughout the entire period of martial law and for another five years after its completion.

Key provisions of the adopted law

  • land plots under destroyed buildings will be transferred for free;

  • transfer is possible without conducting land auctions;

  • construction is allowed to proceed without mandatory urban planning documentation if the land's purpose does not change;

  • only owners or heirs of destroyed objects have the right to land, confirmed by data from state registers.

The law also grants the Ministry of Environmental Protection the authority to approve the methodology for determining damage caused to land resources due to pollution or littering during the war. Additionally, diplomatic representations will have the ability to be exempt from land rent if this is provided by international agreements ratified by the Verkhovna Rada.

The explanatory note states that the document aims not only to support citizens who have lost their homes but also to restore the housing infrastructure. The law simplifies bureaucratic procedures and minimizes the risk of abuses, as only those whose property is officially recorded as destroyed in registers will be able to receive a plot.
