According to ХВИЛЯ: Vladimir Popershnyuk, co-owner of Nova Poshta, has voiced strong concerns about the Ukrainian Parliament’s recent decision to impose VAT on international parcels valued up to 150 euros. After three attempts, the bill passed with the support of 273 deputies. Popershnyuk argues this new tax will adversely affect Ukrainian consumers, retailers, logistics providers, and customs operations.

Popershnyuk explains that introducing VAT on these parcels will increase both the cost and delivery times for international shipments. Given the lack of alternatives to imported goods, Ukrainians will face higher expenses, which could reduce disposable income available for other purchases. This situation threatens to further weaken the retail sector, which is already struggling due to warehouse disruptions. In his view, consumers will ultimately have less spending power.
He also predicts customs could become overwhelmed, with workload surging by tens or even hundreds of times, creating bottlenecks that impact all transport operators, not just postal services. Popershnyuk cautions that stricter tax rules may inadvertently fuel smuggling activities. He emphasizes that while government efforts to expand control and raise taxes are ongoing, each additional tax burdens economic growth, wellbeing, and national defense capabilities.
