Fuel Prices in Ukraine Hit Record Highs and Stay Frozen
Fuel Price Situation in Ukraine as of July 10, 2026
According to Главком: As of July 10, 2026, the cost of fuel at Ukraine's largest gas station chains has not changed. The average price for A-95 gasoline is 76.23 hryvnias per liter, while diesel fuel costs 77.01 hryvnias per liter. The most expensive networks remain OKKO, WOG, and Socar, whereas BRSM-Nafta and Ukrnafta offer the lowest prices.
According to data from July 10, fuel prices across different station chains are as follows:
- UPG: A95 gasoline - 73.90 hryvnias, diesel - 74.90 hryvnias
- OKKO: A95 - 78.90 hryvnias, diesel - 79.90 hryvnias
- WOG: prices similar to OKKO
- KLO: A95 - 72.90 hryvnias, diesel - 76.20 hryvnias
- SOCAR: A95 - 78.90 hryvnias, diesel - 80.90 hryvnias
- Ukrnafta: A95 - 73.90 hryvnias, diesel - 74.90 hryvnias
- BRSM-Nafta: A95 - 70.65 hryvnias, diesel - 71.28 hryvnias
Fuel Cashback Program and Factors Driving Price Increases
Additionally, Ukraine ran a fuel cashback program from March 20 to May 31, 2026, which was used by 2.3 million Ukrainians. The cashback rate was 15% for diesel, 10% for gasoline, and 5% for autogas. Diesel prices in the country rose by 33.9%. Between February 26 and March 31, diesel prices (Platts) surged by 86%, import costs by 58%, and station prices by 39%. Meanwhile, gasoline prices at stations increased by 16%, compared to a 39% rise for diesel.
Pavlo Kyrylenko notes that the key objective factor behind the price hike is that over 85% of light petroleum products in Ukraine depend on imports.
Other factors contributing to rising fuel prices include:
- increased demand volumes
- reduced supply and inventory levels
- higher actual costs for purchasing petroleum products
- rising logistics service costs
- the inability to compare storage conditions and volumes of fuel within Ukraine
Regarding the market situation, the Antimonopoly Committee of Ukraine found no monopolistic behavior, indicating competition among fuel market participants. There is currently no shortage of diesel fuel in Ukraine.
As of mid-2026, Ukraine's fuel market remains stable despite a significant spike in diesel prices in previous months. The earlier fuel cashback program also reflects strong consumer engagement in this sector. Given the reliance on imports and growing costs, it is crucial to monitor further market changes, as they could impact the country's economic situation and citizens' financial well-being.
