Ukraine’s Defense Ministry Unveils New Mobilization Reform Targeting Wanted Citizens

Ministry of Defense announced new mobilization reform
Міністерство оборони України представило нові ініціативи для оптимізації процесу мобілізації серед громадян.

Next Phase of Ukraine’s Defense Reform

According to ХВИЛЯ: Ukraine has announced a fresh stage in its defense reform, focusing on the mobilization system and the operations of territorial recruitment centers. The changes will target individuals who are wanted for violating military registration rules and are not currently serving. Deputy Defense Minister Mstyslav Banik told the publication Telegraf that the ministry is carefully preparing these adjustments, with decisions being coordinated among the government, the president, and military leadership.

'This is a response to those people who are now being offered new and clear prospects for military service. And it is part of our mobilization reform.' – Mstyslav Banik.

Banik acknowledged that the current mobilization approach has exhausted its potential. According to the deputy minister, the new strategy aims to ensure that those being mobilized understand their long-term prospects in an ongoing war.

Details and Outlook for the Changes

Specifics of the new recruitment approach have not yet been disclosed, but a presentation of the reforms is expected soon. 'I cannot say for sure whether there will be raids or something else. But I can definitely say that the current format of forced mobilization in society is having a very negative effect on us,' Banik added. The Defense Ministry stresses that it is preparing these changes cautiously, as the authorities have only one chance to reform mobilization during wartime-there will be no second attempt.

The announced changes to the mobilization system reflect the need to adapt military policy to new conditions, particularly to improve the efficiency of army recruitment. Importantly, the new approach not only targets forced mobilization but also aims to provide clear prospects for service members, which could help improve public attitudes toward military service. These reforms could represent a significant step in strengthening the country’s defense capabilities amid the ongoing war.

As Ukraine's Defense Ministry implements these significant reforms in its mobilization strategy, it is also expanding its recruitment efforts on an international scale. This dual approach not only aims to address internal challenges but also seeks to attract foreign volunteers to support the Ukrainian military.
