New Law on Housing Management: What Will Change for Apartment Owners
The Ministry of Community and Territorial Development is preparing a new law on housing management. In particular, it is planned to establish modern rules for the preservation and extension of the service life of housing.
'Managing existing housing today is no less important than building new ones. Our task is to create conditions so that every building has an effective manager, clear maintenance rules, and a transparent system of responsibility. This is the foundation of a safe and durable housing stock,' said Deputy Minister Natalia Kozlovska during the All-Ukrainian Forum of Managers of Apartment Buildings 'From Resilience to Reconstruction: Managers' Activities During the War.'
Main directions of the reform:
- Subjectivity of management - the introduction of a legal entity in every building representing the interests of co-owners and bearing responsibility for management.
- Securing property rights to the land plot under the building and adjacent territory by creating a separate category - 'land plot of an apartment building' and transferring it into the ownership of co-owners.
- Professionalism in management - establishing unified standards for the operation, maintenance, and servicing of the housing stock, as well as introducing certification for managers.
- Digitization of processes - the creation of a System and Register for the management of apartment buildings, which will ensure electronic accounting, document storage, and convenient interaction among co-owners.
'The housing fund management reform aims to ensure the safe, energy-efficient, and long-term maintenance of housing, which is one of the key elements of post-war reconstruction. Its implementation will require amendments to the Civil and Land Codes and a number of related laws,' the Ministry of Development stated.
