Free Hearing Aids in Ukraine: Who Qualifies for the Government's New Program
Major Hearing Aid and Cochlear Implant Initiative Launched in Ukraine
According to Міністерство Здоров'я: On World Hearing Day, Ukraine's Ministry of Health announced a significant state-funded procurement of hearing aids and cochlear implant systems. For 2024, the Ministry has purchased 24,456 hearing aids from the Danish brand OTICON, with deliveries scheduled to continue through 2026. To date, 14,548 of these devices have already arrived in Ukraine, and over 6,500 have been distributed to recipients. This initiative is part of a broader effort to address hearing loss, a condition affecting millions globally, which has been exacerbated in Ukraine by the ongoing conflict.
Currently, 4,052 hearing aids have been placed in 44 medical facilities, with the remainder to be distributed across the regions by mid-April. The Ministry of Health, in collaboration with the public organization 'Feel,' has developed a guide with information on how to obtain a hearing device. The aids are available free of charge to children and adults with disabilities, as well as to military personnel who have hearing impairments but have not yet received formal disability status.
Cochlear Implant Program for Children
A separate cochlear implant program for children is also active in Ukraine. In 2023, 'Medical Procurement of Ukraine,' on behalf of the Health Ministry, acquired 237 cochlear implant systems, 385 sound processors for cochlear implant systems, and 16 bone conduction implant systems. In total, the state spent 162.7 million hryvnias on these medical products.
The provision of hearing prosthetics is part of the 2025 action plan under the National Strategy for Creating a Barrier-Free Space in Ukraine by 2030. This strategy was initiated by Ukraine's First Lady, Olena Zelenska, underscoring the state's commitment to ensuring accessible healthcare for all citizens.
The procurement of hearing aids and cochlear implant systems represents a vital step toward improving the quality of life for people with hearing loss in Ukraine.
Implementing these programs will not only ensure access to necessary medical devices but will also promote the social integration of citizens with disabilities. This systematic approach to hearing care reflects Ukraine's commitment to upholding the rights of people with disabilities, a key aspect of the country's social policy.
