Living Under Germany's Strict Rental Rules: A Ukrainian Tenant's Perspective

According to УНІАН — Туризм: Having lived in Germany for four years, Ukrainian expat Liudmyla Rusina has firsthand experience with the country's stringent rental housing regulations. She highlights key restrictions on noise, drying laundry, and pet ownership. According to her, Germany enforces specific quiet hours during which residents are prohibited from making household noise:

• 10:00 PM to 6:00 AM;
• 1:00 PM to 3:00 PM;
• on Sundays and public holidays.

Rusina emphasizes that breaking these quiet hours can result in heavy penalties, with fines reaching up to €5,000.

“Typically, from 10:00 PM to 6:00 AM, from 1:00 PM to 3:00 PM, and on Sundays and holidays, you are not allowed to drill, vacuum, do laundry, host loud gatherings, or use a grill. The fine for such violations can be as high as five thousand euros,” Rusina explained.

Additionally, many buildings prohibit drying laundry on balconies or even inside rooms, as this can promote mold growth. Rusina notes that tenants must also keep shared hallways and their own balconies free of clutter-no furniture, boxes, bicycles, or strollers are allowed.

As for pets, Rusina points out that small animals like hamsters or fish can be kept without special permission. However, owning a dog or cat typically requires the landlord's approval.

“If you want a dog or cat, in most cases you need the landlord's consent. My lease includes such a clause,” she emphasized.

Noise Rules and Other Restrictions

These quiet hours and limitations apply not only to renters but also to owners of private homes. Over her four years in Germany, Rusina says she has repeatedly been surprised by the many-sometimes peculiar-rules that dominate German apartments. “There are more prohibitions in German apartments than permissions, and after four years living here, I still find myself amazed whenever I learn about yet another strange rule,” she remarked.
