Finland cancels payments for Ukrainian refugees: what does it mean
According to Hyamylainen, more than 46,000 Ukrainians who received temporary protection make up the vast majority of accepted refugees. After Russia's invasion of Ukraine, compensations for integration programs increased from 50-60 million euros per year to more than 150 million euros. This decision could complicate the integration of refugees and lead to increased unemployment and other difficulties.
According to 'Hvylya', the head of the migration department of the Ministry of Labor and Economy of Finland, Sonya Hyamylainen, announced the country's plans to cancel the integration compensation paid to municipalities for accepted immigrants and asylum seekers. The budget proposal for the next year, presented by Finance Minister Riikka Purra, includes this decision aimed at saving 317 million euros over the next two years.
Development Director of Kuntaliitto Mikko Harkionen noted that the responsibility for integration remains with municipalities, which will seek other funding sources. The capacity of integration programs may be reduced as current compensations are insufficient to cover all expenses.
The budget question for next year will be discussed in the autumn during government negotiations, after which the government will make its proposals. The final decision will be made by parliament. This decision by Finland will have the greatest impact on Ukrainians who have received temporary protection and are seeking asylum in the country.
As a leading migration country, Finland is considering a plan to cancel compensations for integration programs for refugees and asylum seekers. This could significantly complicate the integration process for accepted immigrants, particularly for the 46,000 Ukrainians who are in the country. The budget question and decision-making will be addressed soon at the government level.
