Donor Platform Set to Coordinate More Than $1.6 Billion in Mine-Action Funding

Setting Up the Donor Platform

According to Мін. Економіки: Ukraine's Cabinet of Ministers has approved the creation of an information-and-communication system called the Donor Platform, designed to coordinate international support for mine action. The system will let donors finance specific projects while enabling state institutions and communities to submit their own requests. Demining operators will also be able to report on project implementation, and duplicate submissions can be identified and avoided. The initiative supports broader efforts to make foreign aid for reconstruction more accountable.

Funding and Administration

International partners have already committed more than $1.6 billion to mine-action efforts. The largest portions of this support are expected to go toward:

  • clearing areas contaminated with explosive ordnance;
  • disposing of explosive ordnance;
  • procuring specialized equipment.

The platform will be developed with help from international partners and will not draw on state budget funds. The Center for Humanitarian Demining will administer the system, while the Ministry of Economy and Environment of Ukraine will serve as its owner. Automatic detection of duplicate requests is meant to prevent wasteful use of resources.

He also said the platform will allow partners to track project progress and see the current needs of state stakeholders.

As a result, the Donor Platform is expected to become a key instrument for better coordinating international aid in Ukraine and ensuring that mine-action resources are used more effectively. With international commitments this large, the new system could significantly boost security in the country by speeding up the clearance of explosive hazards. It may also increase donor confidence in Ukrainian institutions and improve the overall transparency of aid management.
