The scheme's leader is believed to be businessman Timur Mindych, who is a co-owner of the popular studio 'Kvartal-95'. He had influence over former Minister of Energy Herman Halushchenko and former Minister of Defense Rustem Umerov. However, despite these connections, the case materials lack specific confirmations of criminal activities.
