Pilot Program for State-Funded Rail Transport Launched

According to Главком: The Ukrainian Cabinet of Ministers has approved a pilot program for state-ordered domestic passenger rail services. This new mechanism, a step toward adopting the European Public Service Obligation (PSO) model, is designed to enhance the quality and accessibility of Ukraine's railways. For 2026, the state order is valued at 16 billion hryvnias, which will be disbursed quarterly through advance payments.

The actual cost of a rail journey is more than three times higher than the ticket price for domestic routes. This underscores the critical role of state subsidies in keeping passenger rail travel affordable for all. As noted by Ukrzaliznytsia's press service, this support is especially vital during wartime, as the railway is used by Ukraine's defenders, their families, internally displaced persons, and other citizens in need of state assistance.

Funding Allocation and Oversight

The allocated funds will cover key long-distance routes and also finance services already provided in January and February 2026. To ensure proper use of funds, the State Audit Service of Ukraine (DASU) will monitor expenditures. Additionally, the Cabinet has decided to redirect over 1.41 billion hryvnias toward the purchase of new passenger railcars. Ukrzaliznytsia will also adjust the schedule for train No. 21/22 (Kharkiv–Lviv) to better serve three regional centers.

This new funding model will reduce the financial burden on Ukrzaliznytsia and allow for a gradual end to cross-subsidization between different railway operations, as confirmed by the Ministry for Communities, Territories and Infrastructure Development. Despite constant threats from Russian forces, which attack Ukrainian rail infrastructure almost daily, the country continues to maintain this essential logistics network, highlighting the railway's crucial role for national stability.

This move by the Cabinet of Ministers is a significant step in reforming Ukraine's railway sector, which will improve passenger service quality and align the system with European standards.

The conditions of martial law demand heightened attention to ensuring both the safety and availability of transport, which not only provides convenience for citizens but also supports the national economy during a challenging period.
