New Payment Rules and Amounts for Ukrainian Award Recipients and Families Take Effect in 2026
Revisions to the Law on Monthly Payments for Citizens with Special Merits
According to ХВИЛЯ: Significant amendments to Ukraine's law on monthly payments for citizens with special merits will come into force on January 1, 2026. These reforms alter the criteria for obtaining the status, adjust payment amounts for award recipients and their families, and introduce a rule requiring the selection of a single benefit. This update to social protections comes amid the country's ongoing defense efforts.
Under the new regulations, the status of a person with special merits will be linked to state awards received since 2014. Notably, starting January 1, 2026, the payment for families of fallen or deceased heroes will be increased. The new family benefit will be set at 1.5 times the minimum wage. This payment is to be distributed in equal shares among all eligible family members.
Payment Amounts for Award Recipients
The monthly payment for honorees is calculated based on the minimum wage established on January 1 of the calendar year. To qualify for the status of a person with special merits, an individual must hold one of the following awards:
- Hero of Ukraine with the Order of the Golden Star;
- Full Cavalier of the Order of Bohdan Khmelnytsky (all three classes);
- Full Cavalier of the Order for Courage;
- Full Cavalier of the Order of Princess Olga;
- Recipient of the Cross of Combat Merit.
The monthly payment amount varies depending on the specific award:
- Heroes of Ukraine will receive 3 times the minimum wage;
- Full Cavaliers of the Order of Bohdan Khmelnytsky (3rd class) - 2 times the minimum wage;
- Recipients of the Cross of Combat Merit - 1.5 times the minimum wage;
- Order for Courage or Princess Olga (3rd class) - 1 minimum wage.
Furthermore, individuals eligible for several similar payments must choose only one basis for receiving benefits. These changes aim to enhance the level of social protection for citizens who have performed outstanding service for Ukraine.
These legislative amendments reflect the state's increasing focus on the social welfare of those who have made significant contributions to the nation's defense, particularly under current challenging circumstances.
The reforms are expected to positively impact support for the families of the fallen and boost motivation for military personnel and citizens striving for state honors. The implementation of the new rules may also become a key component of Ukraine's policy on national memory and dignity.
