Building a Barrier-Free Job Market in Ukraine

According to Мін. Економіки: Ukraine’s Ministry of Economy recently took part in a meeting of the Barrier-Free Council, with a strong focus on creating an inclusive labor market. The main goal is to ensure that people with disabilities, veterans, internally displaced persons, youth, and older adults can all access employment. A barrier-free job market means that everyone can not only find a job opening but also receive the necessary training, support, an adapted workplace, and clear government services.

Services Offered by the State Employment Service

The State Employment Service provides a wide range of services to support individuals who face barriers to employment. These services include:

  • career guidance;
  • training and retraining;
  • training vouchers;
  • microgrants for starting or growing a business;
  • individual support during and after job placement;
  • compensation for employers who set up workplaces for people with disabilities.

A standout program is the 'Experience Matters' initiative, designed for older workers. It offers career counseling, short-term training, interviews with employers, and the chance to gain hands-on skills at companies. The Ministry of Economy is also actively supporting youth through career counseling, vocational guidance, professional training, employment programs, and grant assistance. Our aim is to make the job market open to everyone who wants to work, while giving employers the tools to create inclusive and dignified working conditions.

This initiative by the Ministry of Economy marks a significant step toward integrating vulnerable groups into active economic life. The support provided by the State Employment Service can greatly ease the employment process for people who traditionally face numerous obstacles. This not only helps reduce unemployment among these groups but also strengthens social cohesion across the country.

In addition to the initiatives aimed at supporting veterans and people with disabilities, the government has also recognized the importance of creating job opportunities for older Ukrainians. The new program specifically targets individuals aged 50 and over, providing resources and support tailored to their unique needs. This comprehensive approach to employment reflects a growing commitment to ensuring that all segments of society can participate in the workforce.
