Simplification of the Procedure for Obtaining a Combatant Certificate
According to ХВИЛЯ: The Ministry of Defense has simplified the procedure for obtaining a new combatant certificate (UBD) in the event of loss or theft, as well as for those released from captivity. This innovation aims to ease the process of acquiring a status that provides government benefits and social guarantees for veterans.
New Rules for Obtaining Status
According to the new rules, veterans no longer need to provide a document confirming the submission of the application to the National Police. Additionally, individuals released from captivity are no longer required to provide materials from official investigations. Active military personnel must submit a report to the commander of their military unit, while those discharged from military service can apply to territorial recruitment and social support centers (TCK and SP). Veterans also have the option to contact the Ministry of Veterans Affairs.
To obtain a new UBD certificate, the following must be added to the application:
- a copy of the lost certificate,
- a letter of tickets,
- a copy of the passport,
- two photographs.
The status of a combatant can be obtained automatically through the Unified State Register of War Veterans or by submitting documents to the Ministry of Defense commission. Commissions make decisions within one month from the date of receiving the application.
Some possible reasons for refusal to grant UBD status include:
- lack of legal grounds,
- submission of false information,
- presence of a guilty verdict for a serious crime.
As noted, the status of a combatant can be obtained in two ways: automatically through the Unified State Register, where authorized personnel from military units are obligated to enter the relevant information within five days from the start of the combat task, or by submitting documents personally to one of the 21 commissions of the Ministry of Defense that deal with such materials. If the commission refuses to grant the status, the decision can be appealed in court, and if the reasons for refusal are eliminated, the applicant has the opportunity to resubmit documents.
These changes in the procedure for obtaining the UBD certificate may significantly simplify life for veterans, especially those who have faced difficulties due to the loss of documents or release from captivity.
