According to Главком: Law enforcement officers conducted searches on March 13 at the premises of the municipal corporation 'Kyivavtodor' as part of a criminal investigation. The probe concerns the potential embezzlement of budget funds allocated for road marking services in 2024 and 2025. These investigative actions were authorized by a ruling from an investigative judge of the Pechersk District Court of Kyiv, with a pre-trial investigation currently underway.

Concurrently, the State Audit Service is conducting a review of 'Kyivavtodor's' activities. This scrutiny comes amid a notable financial discrepancy: while funding for the road fund was virtually absent in 2024-2025, expenditures for the capital repair of municipal roads saw a sharp increase. This surge in spending, observed since the start of the full-scale invasion, has raised numerous questions about the quality of the work performed.

Roman Bokhin, Director of the Department of Construction Control at the State Audit Service, noted: 'We have seen an increase in expenditures for the capital repair of municipal roads since the beginning of the full-scale invasion. This is an unusual situation for Ukraine; it is mostly demonstrated by capable territorial communities, as well as by 'Kyivavtodor'. It is too early to talk about the audit results yet, but there are already many questions about the quality of road repairs in the capital. A vivid example is the overpass near the Nyvky metro station. An extremely large volume of funding is, in our opinion, partly used inefficiently and, in some instances, illegally for road repairs.'

Notably, the overpass near the Nyvky metro station, which underwent a major reconstruction in 2017 at a cost of 202 million UAH, is once again in critical condition. This raises further questions about the effectiveness of budget fund utilization.

Furthermore, Alla Basalaeva, Head of the State Audit Service, pointed out that in her opinion, 'Kyivavtodor', besides road repairs, is engaged in atypical activities-such as planting trees.' This underscores the need for more detailed oversight of the corporation's activities and the proper spending of budget funds.

Thus, the situation surrounding 'Kyivavtodor' remains tense, and the ongoing raids and audits may indicate serious problems in the management of budgetary resources within the road sector.

The searches at 'Kyivavtodor' and the audits by the State Audit Service point to potential abuses in the use of budget funds for road repairs in the capital. Given the escalating financial outlays and concerns over work quality, these events could lead to significant changes in Ukraine's system for controlling public expenditure, especially under wartime conditions.
