Pension reform postponed: The Pension Fund is paying social assistance in a new way from July 1
The pension reform with a point system for benefit payments, which was promised by the government and was supposed to come into force on July 1, is being delayed. Instead, other important changes will be introduced that will affect the operations of the Pension Fund and the rules for receiving social assistance.
Pension expert Sergey Korobkin noted that the authorities are actively promoting initiatives that have no real basis, canceling important decisions for citizens.
The pension reform with a point system for benefit payments is being postponed due to the lack of the corresponding bill in the Verkhovna Rada. Even the first deputy head of the relevant committee of the Verkhovna Rada, Mikhail Tsymbalyuk, confirmed the absence of necessary documents for discussion.
There is not a single draft law or concept in the Verkhovna Rada. As far as I am concerned, the prospect of this point system is still far away
The expert also notes that the lack of funding may become an obstacle for the adoption of the reform project.
From July 1, 2025, the Pension Fund receives expanded powers and will now appoint and pay state social assistance for individuals without pension rights, persons with disabilities, and care assistance. These issues were previously addressed by the Department of Social Protection.
An experiment on providing basic social assistance will also be launched, but due to poor communication in society, confusion arises.
Pensioners, persons with disabilities, and social assistance recipients will continue to receive additional payments from the UN until the end of July. A new service 'My Identification' has also been launched on the Pension Fund's electronic services web portal.
Courts continue to restore privileged pensions for former prosecutors and judges, despite the overall problems of the pension system. This creates social inequality among citizens of Ukraine.
The government of Ukraine is unable to implement the pension reform with a point system for benefit payments that was planned for July 1. Instead, the focus has shifted to expanding the powers of the Pension Fund, paying social assistance, and other social protection issues. It is also worth mentioning that courts continue to restore privileged pensions for certain categories of citizens, which may lead to social inequality in society.
