Kyivpastrans Employees Allege Widespread Corruption, Appeal to Mayor Klitschko
Collective Complaint from Kyivpastrans Workers
According to Главком: Staff at the municipal enterprise Kyivpastrans have filed a formal complaint with Kyiv Mayor Vitali Klitschko, accusing the company’s leadership of systematic corruption. In their appeal, they name five officials they claim are effectively running the organization:
- General Director Tetiana Tarasko,
- First Deputy Serhiy Bily,
- Production Director Andriy Kovalenko,
- Head of Rolling Stock Maintenance Ihor Lukianenko,
- Deputy Head of the same department Anton Merzliakov.
According to the employees, Serhiy Bily holds the most influence over operations.
Systemic Corruption and Employee Demands
A key figure in this alleged corruption network is lawyer Yevhen Fuzik, who represents the firm AT Fuzik and Partners. Kyivpastrans has a contract with this company worth 980,000 hryvnias, linked to tender UA-2026-04-13-007281-a. Workers describe this arrangement as a "barrier" to transparency.
Anton Merzliakov, the deputy head of rolling stock maintenance, is also under investigation in a criminal case for alleged official negligence, underscoring the gravity of the accusations. Additionally, a Kyivpastrans manager has already been indicted for misusing budget funds. Investigators claim this official orchestrated the purchase of railway equipment at inflated prices, causing losses exceeding 1.1 million hryvnias.
The Kyiv City Prosecutor’s Office has completed its probe into the director of a Kyiv City State Administration department and a former procurement officer. They face charges of negligence for failing to oversee the pricing process for six Mitsubishi L200 vehicles purchased in 2022.
Kyivpastrans employees have presented Mayor Klitschko with a list of demands. They are calling for:
- A firm assessment of the company’s management performance,
- An independent internal investigation,
- An audit of all procurement activities,
- Verification of the contract with AT Fuzik and Partners,
- Referral of the materials to law enforcement agencies.
