An electronic petition calling for the fare in public transportation in Kyiv not to be increased until the end of martial law did not receive support from the city authorities. Despite the fact that over 10.6 thousand people signed the petition, the city hall stated the necessity to review the tariffs due to the sharp increase in expenses of transport enterprises. Mayor of Kyiv Vitaliy Klychko reported this in response to the petition.

Fare increase in Kyiv explained by carriers' losses

The city administration emphasizes that the current tariff of 8 hryvnias has remained unchanged since 2018, while the costs of operating transport have significantly increased.

According to the city hall, during this time, electricity for the transport sector has become 6.6 times more expensive, diesel fuel has increased by 2.7 times, and the minimum wage has more than doubled.

The financial condition of enterprises has also been affected by a decrease in passenger flow. In 2025, the Kyiv Metro transported 249 million passengers, which is almost half compared to pre-war indicators.

What the fare in Kyiv could become

In the response to the petition, calculations of public transport carriers regarding the economically justified fare have been provided.

According to them, one trip could cost:

  • 64.60 UAH in the metro;
  • 44.14 UAH in ground transportation;
  • this rate applies to buses, trolleybuses, trams, and funiculars.

City hall notes that these figures reflect the actual cost of transportation in 2026.

Kyiv's transport sector lacks employees

Separately, the city authorities pointed out the staffing shortage. Due to mobilization and low salary levels, 16% of positions remain vacant in the Kyiv Metro.

In 'Kyivpastrans', the situation is even more complicated - the company lacks almost a third of its employees. The greatest deficit is observed among drivers and maintenance staff.

According to financial plans for 2026, anticipated losses for the 'Kyiv Metro' may exceed 6.75 billion UAH, while 'Kyivpastrans' may face losses of 1.85 billion UAH.

At the same time, the Kyiv City State Administration assured that regardless of the decision on tariffs, all existing benefits for free transportation will remain. There will also remain 50% discounts for students and schoolchildren, and students will continue to use public transport for free during the school year.

It is worth mentioning that on June 5, 2026, as a result of an attack by Russian drones on a civilian food industry enterprise in the Brovary district of Kyiv region, one person was killed and four others were injured.
