Revisions to State Assistance Procedures

According to ХВИЛЯ: The Ukrainian Cabinet of Ministers has updated the regulations governing state subsistence aid for internally displaced persons (IDPs). Under the new rules, the maximum period for receiving payments has been extended from four to five six-month terms. Government Resolution No. 390, adopted on March 18, 2026, also reinstates the right to financial support for displaced families with children. This policy adjustment aims to provide more sustained relief for those uprooted by the ongoing conflict.

Eligibility Criteria for Payments

Payments to families with children will now be granted regardless of the parents' official income level. The conditions for receiving aid include:

  • meeting asset-based criteria;
  • providing confirmation of the family's actual place of residence;
  • ensuring children are enrolled in education.

According to a statement from the Pension Fund of Ukraine,

“If an application is submitted to the territorial office by May 1, 2026, the payment will be granted starting from February 1, 2026.”

If the application is submitted after May 1, 2026, payments will begin from the month the documents are filed. The new income limit per family member is set at 10,380 hryvnias, equivalent to four times the subsistence minimum for persons who have lost employability. For pensioners and families with non-working individuals, if the application is submitted by May 1, 2026, the payment will be granted starting from January 1, 2026.

To recalculate or assign payments, internally displaced persons must provide the following documents:

  • an application;
  • personal identification;
  • birth certificates for children under 14 years of age;
  • written consent in any form from other family members for the accrual of funds.

Documents are accepted in person at service centers of the Pension Fund of Ukraine, through representatives of local councils, or at Administrative Services Centers (TSNAPs). Additionally, there is an option to send documents by mail. The function for online processing via the Pension Fund's electronic services portal will be implemented at a later date.

The revisions to the aid program for IDPs reflect the government's efforts to support vulnerable segments of the population affected by the conflict. Establishing new payment conditions and extending their duration could significantly improve the financial situation of families with children.
