In Ukraine, they want to strengthen exit restrictions for men traveling abroad
The Verkhovna Rada proposes to temporarily restrict exit abroad for men who are using so-called «privileged booking» but have not managed to properly process their accounting documents. The corresponding Bill No. 14210 was registered by the people's deputies Iryna Friz and Oleksandr Fedienko, as they reported on their social media.
What the bill entails
The initiative concerns those liable for military service, whose enterprises temporarily book them before the completion of their military accounting documents. The Verkhovna Rada allowed this mechanism in October, providing 45 days for the complete arrangement of documents. During this time, the employee must synchronize their data with the Territorial Center for Recruitment and Social Support (TCRSS), otherwise the enterprise can terminate their employment contract.
Now the deputies propose to clarify that individuals who have utilized the «privileged booking» will not be able to leave Ukraine until the violations are eliminated. Restoration of the right to exit is possible only after the employee processes all the documents and confirms their booking.
Who will still be able to travel abroad
For employees booked in the standard manner, no new restrictions are introduced. They will still be able to:
- conclude international contracts
- travel for humanitarian aid
- participate in international events
- perform business trips abroad.
Iryna Friz emphasizes that the bill does not cancel the «privileged booking», but only introduces control to avoid situations where employees of critically important enterprises do not have valid military accounting documents.
The idea of «privileged booking» arose due to practical difficulties: during the verification of accounting data, some employees of important enterprises received summonses, although they were actually supposed to be booked. In order not to stop the work of such enterprises, lawmakers allowed temporary processing without a full set of documents. Now the system needs clarifications to avoid abuses and ensure control over the movement of those liable for military service.
