Fishing Ban Started in Ukraine: When It Will End and What Fines Are Imposed
Starting from November 1, a seasonal fishing ban is in effect across Ukraine in overwintering ponds. The restrictions have been implemented until the start of spawning in 2026 to preserve fish populations and prevent poaching. Violating the rules carries fines and even criminal liability.
This information is reported by the State Agency for Melioration, Fisheries, and Food Programs.
Duration and Purpose of the Ban
The State Fisheries Agency explains: during the winter period, fish are especially vulnerable. Therefore, control over water bodies will be tightened. The head of the agency, Igor Klimenko, emphasized that protecting overwintering ponds is crucial for resource preservation and successful spawning in spring. According to him, fishermen are urged to strictly adhere to the rules.
Territorial management has already identified and published lists of overwintering ponds where any fishing is prohibited. These can be reviewed through the official orders of the State Fisheries Agency.
How to Fish Legally in Winter
Fishing is allowed outside of overwintering ponds - but only with designated types of gear. Permitted options:

from the ice - winter rods and tip-ups of any type

from the water - bottom, float, fly-fishing, and spinning gear
The total number of hooks - up to seven per fisherman. Only artificial or natural bait is allowed. Gear with hooks larger than 10 mm (from the shank to the point) is prohibited during the ice cover period, and all single, double, and treble hooks without bait are banned throughout the year.
Responsibility and Fines
Failure to comply with the rules is punishable by fines, compensation for damages, and, in serious cases, criminal charges. A nationwide hotline for reporting violators is in operation: 0 800 50 52 50.
Earlier, it was reported that in four regions, certain fish species are prohibited from being caught until March 1, 2026. The fine is over 7 thousand UAH.
Earlier, we reported that a local resident in the Odessa region was detained for illegal fishing with nets. The man caught fish worth over 215 thousand UAH. Law enforcement detained him while he was fishing during the spawning ban.
