According to 'Radio Free Europe', the upcoming EU leaders' summit scheduled for October 23 will address this issue. The European Commission will prepare the relevant proposals.

The European Union plans to maintain stable financial support for Ukraine and is considering the creation of a 'reparations loan' amounting to 140 billion euros. This loan could mark a new phase of assistance for Kyiv.

Funding Plans

According to the project, Ukraine has already received 20.5 billion euros from the European Union in 2025, and the total aid amount exceeds 177.5 billion euros since the start of the Russian invasion. It is planned to cover Ukraine's budgetary needs for the next two years by utilizing frozen assets of the Russian central bank.

Disagreements within the EU

Belgium opposes engaging Russian assets, whose interests are frozen in the Euroclear system for a sum of 190 billion euros. Prime Minister Bart De Wever emphasized the need for pan-European guarantees prior to confiscation.

Position of European Leaders

Leaders from France, Germany, and the United Kingdom have already reached an agreement on the use of Russian assets for the benefit of Ukraine, but the issue of confiscation remains open. They stress the importance of coordinating actions with the USA and the necessity for a joint legal framework to protect the EU from possible lawsuits by Russia.
