Changes in teachers' salaries in Ukraine

The Verkhovna Rada of Ukraine has abandoned the idea of introducing fixed-term contracts for teachers and proposes to introduce a unified salary for pedagogical workers amounting to three minimum wages, which will be 25941 UAH. This step may significantly change the salary system for teachers, but an additional 14 billion UAH is required to implement the new system.

According to the plans, the maximum salary for teachers will remain at the level of 7732 UAH. The draft budget for next year allocates 53 billion UAH for salary increases for teachers. Roman Gryshchuk, a representative of the committee on education, science, and innovation, noted that

"this idea has been removed from proposals and from the agenda"

. He added that

"three minimum salaries from September depend on us and the voting in the hall for the State Budget-2026"

Proposals for increasing workload and allowances

It is also important to note that most teachers already work 20-30 hours per week. The committee is discussing a proposal to increase the minimum weekly workload for teachers to 22 hours. This may affect the overall structure of teachers' working hours.

Allowances and coefficients that are suggested to be calculated from the unified salary include:

  • pedagogical experience
  • certification
  • type of educational institution
  • coefficients for administrative positions
  • motivation allowance up to 20%
  • local allowance

This will allow for consideration of various aspects of teachers' work and make their earnings fairer.

The proposed changes in teachers' salaries reflect an attempt to improve the educational system in Ukraine, ensuring more fair and transparent financing. However, to implement these innovations, additional resources will need to be found, which may pose a challenge in the context of a limited budget. Successful implementation of the new payment system may also become an important step towards improving working conditions and attracting new personnel to the education sector.
